Nearly two million road users will be blacklisted by the Road Transport Department (JPJ) following their failure to settle outstanding summonses for various traffic offenses.

Malaysia JPJ Senior Director of Enforcement, Datuk Muhammad Kifli Ma Hassan, said the offenses involve summonses from the Automated Awareness Safety System (AWAS) (Summons 53A), Notice of Inquiry (114), and Notice of Affixed Summons/JPJ(P)23 (115).

He said that besides the risk of being blacklisted, the compound fine imposed will also be increased to RM300, in addition to facing the Demerit Points for Traffic Offenses (KEJARA).

“Therefore, those who have the relevant summonses should take the opportunity to make payments through the special compound offer at a flat rate of RM150 for the three offenses, which was launched in early January and lasts until the end of December this year.

“According to statistical reports from January until yesterday, there were over 1.45 million summonses involving AWAS notices, followed by 296,684 notices for 114, and 164,598 notices for 115.

“Some of the identified summonses are notices issued since over 15 years ago, and JPJ is still giving road users the opportunity to settle their outstanding summonses to avoid being blacklisted,” he said in a press conference after the Ops Khas Gempur Perdagangan near the JPJ Eastern Region Academy here, last night.

The location with the highest number of summonses through AWAS is at the Menora Tunnel, Ipoh, which can reach up to 3,000 summonses a day.

“The number of summonses is the result of two cameras installed, and the offenses recorded are often committed by road users during festive seasons or school holidays when they use that route to head north or south.

“Usually, the offenses involve vehicles exceeding the permitted speed limit of 80 kilometers per hour (km/h).

“Furthermore, the three states with the highest number of summons notices are Selangor, Perak, and Johor, where the records also depend on the number of AWAS cameras installed in each state,” he said.

Pengarah Kanan Penguatkuasa JPJ Malaysia, Datuk Muhammad Kifli Ma Hassan berkata, kesalahan itu membabitkan saman Sistem Keselamatan Kesedaran Automatik (AWAS) (Saman 53A), Notis Temu Siasat (114) dan Notis Saman Tampal/JPJ(P)23 (115).

Katanya, selain berisiko disenaraihitamkan, kompaun yang dikenakan juga akan dinaikkan kepada RM300 selain berhadapan pemberian Mata Demerit Kesalahan Jalan Raya (KEJARA).

“Justeru, mereka yang memiliki saman terbabit seharusnya mengambil peluang membuat pembayaran melalui tawaran kompaun khas dengan kadar rata RM150 bagi tiga kesalahan yang dilancarkan pada awal Januari lalu sehingga akhir Disember ini.

“Mengikut laporan statistik bermula Januari sehingga semalam, lebih 1.45 juta saman membabitkan Notis saman AWAS diikuti notis 114 sejumlah 296,684 dan notis 115 iaitu sebanyak 164,598.

“Ada antara saman yang dikenal pasti adalah notis yang dikenakan sejak lebih 15 tahun lalu dan JPJ masih membuka peluang kepada pengguna jalan raya untuk menjelaskan saman tertunggak bagi mengelak nama mereka disenaraihitamkan,” katanya dalam sidang media selepas Ops Khas Gempur Perdagangan berhampiran Akademi JPJ Wilayah Timur, di sini, malam tadi.

Lokasi yang mencatat saman terbanyak ialah melalui AWAS ialah di Terowong Menora, Ipoh, yang mana boleh mencecah 3,000 saman sehari.

“Jumlah saman itu hasil daripada dua kamera yang dipasang dan biasa kesalahan yang direkodkan banyak dilakukan pengguna jalan raya ketika musim perayaan atau cuti sekolah yang mana menggunakan laluan berkenaan untuk menghala ke utara atau selatan.

“Biasanya, kesalahan adalah membabitkan kenderaan yang melebihi had kelajuan yang dibenarkan iaitu 80 kilometer sejam (km/j).

“Selain itu, tiga negeri yang mencatat notis saman tertinggi adalah Selangor, Perak dan Johor yang mana rekod terbabit juga bergantung kepada jumlah pemasangan kamera AWAS di setiap negeri,” katanya.

The Malaysian Anti-Corruption Commission (MACC) crippled a tyre smuggling syndicate through raids at 23 separate locations in the Klang Valley, Penang, and Johor, via Ops Grip, yesterday.

The MACC also froze several private and company accounts worth RM70 million, which are also suspected of being involved in activities falsifying import and export documents, causing tax losses to the country reaching RM350 million since 2020.

“The raids were carried out through the integrated operation Ops Grip, led by the Special Operations Division (BOK) with the cooperation of the Inland Revenue Board (LHDN), Bank Negara Malaysia (BNM), and the Royal Malaysian Customs Department (JKDM).

“The operation involved 23 locations around the Klang Valley, Penang, and Johor, involving companies engaged in the business of importing tyres, as well as warehouses and containers for storing tyres,” a statement said today.

Sources said the investigation is also focused on efforts to track and seize other assets acquired through money laundering activities involving the syndicate.

It is understood that the seizures also involved used tyres that do not meet standards, which are feared could compromise consumer safety and are merely waiting for an accident to happen, akin to a ‘ticking time bomb’.

Meanwhile, the Senior Director of the MACC’s Special Operations Division, Datuk Mohamad Zamri Zainul Abidin, confirmed the raids.

“The investigation is being conducted under Section 18 of the MACC Act 2009 and Section 4(1) of the Anti-Money Laundering, Anti-Terrorism Financing and Proceeds of Unlawful Activities Act 2001 (AMLATFPUAA 2001).

“The MACC will not compromise with any party that tries to profit through corruption, money laundering, and smuggling, which cause losses to the country,” he said.

Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) menumpaskan sindiket penyeludupan tayar menerusi serbuan di 23 lokasi berasingan di Lembah Klang, Pulau Pinang dan Johor, melalui Ops Grip, semalam.

SPRM turut membekukan sejumlah akaun persendirian serta syarikat bernilai RM70 juta yang turut disyaki terbabit kegiatan kegiatan pemalsuan dokumen import dan eksport mengakibatkan kerugian cukai mencecah RM350 juta kepada negara sejak tahun 2020.

“Serbuan dijalankan menerusi operasi bersepadu Ops Grip diketuai Bahagian Operasi Khas (BOK) dengan kerjasama Lembaga Hasil Dalam Negeri (LHDN), Bank Negara Malaysia (BNM) dan Jabatan Kastam Diraja Malaysia (JKDM).

“Operasi membabitkan 23 lokasi sekitar Lembah Klang, Pulau Pinang dan Johor membabitkan syarikat yang menjalankan perniagaan mengimport tayar, gudang dan kontena penyimpanan tayar,” katanya hari ini.

Sumber berkata, siasatan turut ditumpukan kepada usaha mengesan dan menyita aset lain yang diperoleh menerusi aktiviti penggubahan wang haram membabitkan sindiket terbabit.

Katanya, siasatan membabitkan syarikat pengimport tayar berkenaan dan pegawai JKDM sendiri yang disyaki terbabit.

Difahamkan, rampasan turut membabitkan tayar terpakai yang tidak menepati piawaian dikhuatiri boleh menjejaskan keselamatan pengguna dan hanya menunggu masa berlalu kecelakaan ibarat ‘bom jangka’.

Sementara itu, Pengarah Kanan Bahagian Operasi Khas SPRM, Datuk Mohamad Zamri Zainul Abidin mengesahkan serbuan itu.

“Siasatan dijalankan di bawah Seksyen 18 Akta SPRM 2009 serta Seksyen 4(1) Akta Pencegahan Pengubahan Wang Haram, Pencegahan Pembiayaan Keganasan dan Hasil daripada Aktiviti Haram 2001 (AMLATFPUAA 2001).

“SPRM tidak akan berkompromi dengan mana-mana pihak yang cuba mengaut keuntungan melalui rasuah, pengubahan wang haram dan penyeludupan yang merugikan negara,” katanya.

Pelumba pasukan pengilang Ducati MotoGP, Francesco Bagnaia berkata dia “amat gembira, tetapi amat marah” selepas menguasai hujung minggu di Grand Prix Jepun yang diadakan di Litar Motegi. “Pecco” sebagai nama panggilannya yang lebih dikenali, telah melayakkan diri di petak pertama, meraih kemenangan perlumbaan Sprint, sebelum meneruskan kemenangan dalam perlumbaan utama pada hari Ahad.

Pecco telah mengalami kesukaran sepanjang musim apabila dia menghadapi masalah untuk menyesuaikan diri dengan jentera Desmosedici GP25. Khususnya, dia mengadu tentang masalah bahagian depan yang menyebabkan kekuatan brek dan perasaan breknya berkurang, selain daripada understeer (bahagian depan terbabas). Oleh itu, dia tiba di Jepun tanpa sebarang podium dalam 10 perlumbaan sebelumnya.

Tetapi semuanya berubah selepas Ducati menawarkan beberapa perubahan ‘tidak konvensional’ dalam ujian pasca-perlumbaan di Misano.

“Dalam ujian di Misano, saya dapat mencatat masa 0.7 saat lebih pantas, jadi perbezaannya agak besar,” kata Bagnaia di Jepun.

“Saya sangat gembira dengan hari ini, tetapi saya juga sangat marah tentang hujung minggu ini, kerana mungkin kita boleh melakukannya lebih awal, mungkin selepas satu atau dua grand prix.

“Kami agak bergelut sepanjang musim, tetapi akhirnya ujian di Misano memberikan kami peluang untuk mencuba peralatan yang banyak membantu saya. Beberapa perkara spesifik yang turut membantu saya dalam situasi lain.”

Apabila ditanya tentang perubahan yang dilakukan Ducati, Pecco mengelak soalan itu dengan jawapan yang samar, mungkin kerana dia diarahkan berbuat demikian: “Secara jujur, saya hanyalah seorang pelumba dan tugas saya hanyalah untuk berlumba. Kadangkala ketika saya berlumba, saya berada di kedudukan ke-20. Dan kadangkala ketika saya berlumba, saya menang. Ia bukan hanya bergantung pada saya sahaja.”

“Kami menguji beberapa alat berbeza di Misano, perkara-perkara berbeza yang sudah kami miliki. Tetapi kami tidak pernah mempunyai peluang untuk benar-benar mencubanya musim ini.”

Perubahan yang dapat dilihat adalah kita aerodinamik pelana GP24. Ada juga khabar angin mengatakan bahawa Bagnaia menggunakan lengan ayun, fork, dan mungkin peranti ketinggian tunggangan (ride-height device) yang lebih lama. Enjin tidak boleh diubah mengikut peraturan MotoGP, tetapi hasil akhirnya ialah Bagnaia nampaknya akhirnya menemui semula perasaan motosikal GP24 tahun lepas.

“Hujung minggu ini saya menunggang motosikal saya dan tidak melawannya,” katanya pada malam Ahad.

“Ia lebih mudah bagi saya untuk memberhentikan dengan kuat, memasuki selekoh dengan pantas, dan tanpa banyak pergerakan, tanpa terkunci tayar, dan tanpa banyak understeering.”

Namun, kemenangan Pecco juga telah membuka satu bab konspirasi, tanpa mengira benar atau tidak, tentang Ducati yang dikatakan ‘berberat sebelah’ terhadap Marc Marquez, yang merupakan rakan sepasukan Pecco dan telah meraih kejuaraan MotoGPnya yang ke-7 di Jepun selepas menamatkan perlumbaan di tempat kedua dalam kedua-dua perlumbaan Sprint dan Utama.

Ducati MotoGP factory rider, Francesco Bagnaia said he was “very happy, but very angry” after dominating the weekend at the Japanese Grand Prix, held at the Motegi Ring. “Pecco” as he is more popularly known, had qualified on Pole, grabbed the Sprint race win, before going on to win the main race on Sunday.

Pecco had been suffering the entire season as he found himself struggling to adapt to the Desmosedici GP25. More specifically, he had complained of front-end issues which robbed him of his braking strength, and feel, besides understeering (the front going wide). As such, he arrived in Japan without a single podium in the past 10 races.

But it all changed after Ducati offered some ‘unconventional’ changes in the Misano post-race test.

“In the test in Misano, I was riding 0.7 faster, so quite a huge difference,” Bagnaia said in Japan.

“I’m very happy about today, but I’m also very angry about this weekend, because maybe we could’ve done it earlier, maybe after one or two grands prix.

“We just struggled a bit during the season, but finally the test in Misano gave us the possibility to try things that have helped me a lot. Some specific [things] that have helped me also in other situations.

“So, super-happy about it, finally we found it.”

When asked what were the changes that Ducati made, Pecco circumvented the question with a vague answer, possibly because he was instructed to do so: “Honestly, I’m just a rider and I’m just here to push. Sometimes when I push, I’m 20th. And sometimes when I push, I win. It’s not only a matter of me.”

“We tested different things in Misano, different things that we already had. But we never had the chance to really try this season.”

The visible change was the GP24 rear seat aero. It was also rumoured that Bagnaia had an older swingarm, forks and perhaps ride-height device. The engine cannot be changed due to the rules, but the end result is that Bagnaia appears to have finally rediscovered the feeling of last year’s GP24.

“This weekend I was riding my bike and not fighting with it,” he said on Sunday evening.

“It was much easier for me to brake hard, enter fast into the corners, and without having that much movement, that much locking, that much understeering.

Pecco’s win had also opened up an entire chapter of conspiracies, regardless if it is true or otherwise, about Ducati being ‘preferential’ toward Marc Marquez, who is Pecco’s teammate and had secured his 7th MotoGP in Japan after coming home second in both the Sprint and Main races.

The police are now actively hunting for approximately 20 motorcyclists who acted violently, surrounding, punching, and kicking a Perodua Myvi in an incident. The recording had gone viral on social media.

In the harrowing incident near the Batu 13 Toll Plaza, Puchong, the driver of the car, a 52-year-old security guard, was forced to endure a fearful moment when his car was surrounded by the group of road thugs.

Serdang District Police Chief, Assistant Commissioner Muhamad Farid Ahmad, said the victim came forward to make a police report immediately after the incident, which occurred around 4 am.

“Police are now conducting an investigation to identify the actual cause of the incident.

“It is estimated that approximately 20 motorcyclists were involved in this case, and efforts to track down and arrest all of them are underway,” he said in a statement today.

According to him, the case is being investigated under Section 427 and Section 279 of the Penal Code. Section 427 of the Penal Code pertains to the offense of mischief that causes damage to property. Section 279 of the Penal Code, meanwhile, concerns driving recklessly or dangerously in a manner that endangers the safety of road users.

He said the police advise the public not to make any speculations that could jeopardize the investigation, besides calling for witnesses to come forward and provide information.

Through the 29-second recording, the car driven by the complainant was seen surrounded by a group of motorcyclists near the Batu 13 Toll Plaza.

In the recording, motorcycles were seen moving close to both sides and the front of the car, as if trying to surround and block the vehicle’s path.

One of the motorcyclists was also seen punching the driver’s side window before kicking the door on the same side, causing the driver to slow down the car to avoid a worse incident.

The situation clearly showed a tense atmosphere and a threat to the car driver, who was trapped in the middle of the group of motorcycles.

Ketua Polis Daerah Serdang, Asisten Komisioner Muhamad Farid Ahmad berkata, mangsa tampil membuat laporan polis sejurus selepas kejadian kira-kira jam 4 pagi itu.

“Polis kini sedang menjalankan siasatan bagi mengenal pasti punca sebenar kejadian.

“Dianggarkan kira-kira 20 penunggang motosikal terbabit dalam kes ini, dan usaha mengesan serta menahan kesemua mereka sedang dijalankan,” katanya dalam kenyataan, hari ini.

Menurutnya, kes disiasat mengikut Seksyen 427 dan Seksyen 279 Kanun Keseksaan. Seksyen 427 Kanun Keseksaan ialah berkenaan kesalahan khianat yang menyebabkan kerosakan kepada harta benda. Seksyen 279 Kanun Keseksaan pula berkenaan memandu secara cuai atau melulu sehingga membahayakan keselamatan pengguna jalan raya.

Katanya, polis menasihatkan orang ramai supaya tidak membuat sebarang spekulasi yang boleh menjejaskan siasatan, selain menyeru saksi tampil memberikan maklumat.

Menerusi rakaman berdurasi 29 saat itu, kereta dipandu pengadu dikelilingi sekumpulan penunggang motosikal berhampiran Plaza Tol Batu 13.

Dalam rakaman itu, motosikal dilihat bergerak rapat di kedua-dua sisi dan hadapan kereta seolah-olah cuba mengepung serta menghalang laluan kenderaan berkenaan.

Seorang daripada penunggang motosikal turut dilihat menumbuk cermin bahagian pemandu sebelum menendang pintu di bahagian sama, menyebabkan pemandu memperlahankan kereta bagi mengelak insiden lebih buruk.

Situasi itu jelas memperlihatkan suasana tegang serta ancaman terhadap pemandu kereta yang terperangkap di tengah-tengah kumpulan motosikal.

The Kuala Lumpur Police said the ‘honeymoon’ period for traffic offenders in the capital city has now ended, following a one-month advocacy program conducted by the Kuala Lumpur Police through Op Law Compliance (Op PUU).

Kuala Lumpur Police Chief, Datuk Fadil Marsus, said they will begin full enforcement action by issuing immediate summonses to stubborn and non-compliant road users starting October 1st. They will not compromise, given that the previous advocacy period seemed to have no profound effect on a large portion of the public.

“The statistics during the advocacy campaign, which began on September 6, are very concerning, with nearly 70,000 advocacy notices issued in focus areas around the capital.”

“This is what’s worrying; in less than a month, nearly 70,000 advocacy notices were given. This shows that many are aware they are committing offenses, but still defy and intentionally violate the rules,” he said when interviewed on the Selamat Pagi Malaysia program broadcast on TV1 today.

Among the most frequently detected offenses were causing traffic obstructions, such as double parking, stopping on white lines and pedestrian crossings, running red lights, and not wearing or improperly fastening helmet straps.

“This enforcement is not a ‘flash in the pan’; instead, it will be conducted continuously, 24 hours a day, throughout the year, across all of Kuala Lumpur.”

“All personnel from every district in Kuala Lumpur will be mobilized. This operation will not have an end date; it will continue indefinitely until we see a positive change in the public’s attitude,” he said.

Commenting on modern approaches, Fadil said they would continue to use the power of social media to expose traffic offenders to raise awareness and provide lessons to the public.

“We will use all social media platforms as much as possible. Let the message get through, and let those who are wrong know their actions are being watched. Perhaps through this method, a sense of shame and awareness will arise,” he emphasized.

He said the ultimate goal is to educate the public and change the culture of law compliance, starting with the most basic rules.

“We want to make the citizens of Kuala Lumpur an example, where our level of law compliance is on par with developed nations. It must start now, not tomorrow,” he said.

Pihaknya tidak akan berkompromi memandangkan tempoh advokasi yang diberikan sebelum ini seolah-olah tidak memberi kesan mendalam kepada sebahagian besar masyarakat.

Statistik dalam tempoh kempen advokasi yang bermula 6 September lalu amat membimbangkan apabila hampir 70,000 notis advokasi dikeluarkan di kawasan tumpuan sekitar ibu kota.

Ini yang membimbangkan, dalam tempoh tidak sampai sebulan, hampir 70,000 notis advokasi diberi. Ini menunjukkan masih ramai yang sedar mereka melakukan kesalahan, tetapi masih ingkar dan sengaja melanggarnya,” katanya ketika ditemui bual dalam rancangan Selamat Pagi Malaysia yang disiarkan di TV1, hari ini.

Antara kesalahan yang paling banyak dikesan ialah menyebabkan gangguan lalu lintas seperti parkir berlapis, berhenti di atas garisan putih dan lintasan pejalan kaki, melanggar lampu isyarat merah, dan tidak memakai atau mengikat tali topi keledar dengan kemas.

Penguatkuasaan ini bukan bersifat ‘hangat-hangat tahi ayam’ sebaliknya akan dijalankan secara berterusan bagi tempoh 24 jam sehari, sepanjang tahun di seluruh Kuala Lumpur.

Semua anggota dari setiap daerah di Kuala Lumpur akan digerakkan. Operasi ini tidak akan ada tempoh akhir, ia akan berjalan sampai bila-bila sehingga kita melihat ada perubahan sikap yang positif dalam masyarakat,” katanya.

Mengulas mengenai pendekatan moden, Fadil berkata, pihaknya akan terus menggunakan kuasa media sosial untuk menularkan pesalah lalu lintas bagi memberi kesedaran dan pengajaran kepada orang ramai.

Kita akan gunakan semua platform media sosial semaksimum mungkin. Biar mesej sampai dan mereka yang salah ini tahu perbuatan mereka diperhatikan. Mungkin dengan cara ini, timbul rasa malu dan kesedaran,” tegasnya.

Katanya, matlamat akhir adalah untuk mendidik masyarakat dan mengubah budaya pematuhan undang-undang, bermula dengan peraturan paling asas.

Kita mahu jadikan warga Kuala Lumpur ini sebagai contoh, di mana tahap pematuhan undang-undang kita setanding negara maju. Ia harus bermula sekarang, bukan esok,” katanya.
