Dego Ride

Ahli Parlimen Lembah Pantai, Fahmi Fadzil mahu kerajaan mengawal selia perkhidmatan e-hailing motosikal, dan mengatakan bahawa ia boleh membantu mengurangkan kesesakan lalu lintas dan meningkatkan mobiliti dalam kalangan warga kota.

Menyeru kementerian berkaitan mengkaji semula perkhidmatan e-hailing motosikal, beliau berkata perkhidmatan seumpama itu juga boleh membantu mereka yang berulang-alik jarak dekat.

November lalu, timbalan menteri pengangkutan Henry Sum Agong berkata tiada rancangan untuk memperkenalkan perkhidmatan e-hailing motosikal kerana kadar kematian jalan raya yang tinggi dalam kalangan penunggang motosikal.

Hari ini, Fahmi berkata terdapat “hujah” untuk membenarkan perkhidmatan sedemikian sehingga radius 10km.

“Sebagai contoh, jika anda ingin berulang-alik dari rumah anda ke stesen MRT, atau dari pejabat anda ke stesen LRT, di sinilah perkhidmatan ini akan menjimatkan dan membantu mengelak kesesakan lalu lintas,” kata ketua penerangan PKR itu kepada pemberita di majlisnya. pejabat di Pantai Dalam.

Beliau berkata, menggalakkan orang ramai menggunakan perkhidmatan e-hailing motosikal boleh membantu Kuala Lumpur menjadi bandar rendah pelepasan karbon menjelang 2030.

Beliau menambah, di kawasannya, terdapat orang ramai yang membuat temu janji di hospital berhampiran tetapi mendapati tambang e-hailing sedia ada terlalu mahal.

Nabil Feisal Bamadhaj, pengasas Dego Ride, perkhidmatan e-hailing motosikal pertama negara, berkata syarikat itu berharap dapat melihat kerajaan mengawal perkhidmatan itu supaya kedua-dua penunggang dan penumpang akan menggunakannya dengan yakin.

“Kami melihat trafik menjadi lebih teruk apabila aktiviti ekonomi disambung semula selepas wabak itu. Pada masa sama, kami melihat peningkatan permintaan terhadap perkhidmatan kami,” katanya.

“Tetapi penunggang ragu-ragu untuk menyertai kami kerana mereka tidak pasti sama ada perkhidmatan kami sah.”

Dego Ride bermula pada Julai 2015 tetapi terpaksa berhenti dua tahun kemudian kerana kebimbangan keselamatan jalan raya. Ia kini menyediakan perkhidmatan penghantaran motosikal.

Nabil berkata tinjauan tidak rasmi yang dijalankan oleh pasukannya di stesen LRT baru-baru ini menunjukkan bahawa penumpang menerima kos yang lebih rendah dan masa perjalanan lebih pantas yang ditawarkan oleh perkhidmatan e-hailing motosikal.

Motorcycle hailing app, Dego Ride, is now back in service after having its operations barred back in February 2017 due to safety concerns. Motorcycle e-hailing service providers such as Dego Ride and Gojek are allowed to start test runs on a limited scale in January 2020.

They will begin operating based on a proof-of-concept basis to determine the demand for such service over a period of six months. This initial project will be carried out in the Klang Valley, where transport demands and woes are at their highest.

The announcement was made by Transport Minister YB Anthony Loke. He said that the proof-of-concept program will provide the government and the e-hailing firms the essential data to evaluate the service, while the government works on drafting the necessary legislation to govern motorcycle e-hailing service.

“Bike hailing will be an important component in providing a comprehensive public transport system, as a mode for first- and last-mile connectivity,” he told parliament when questioned.

In layman terms, first- and last-mile connectivity means taking another form of transport to connect you to and from the main means of transpiration i.e. MRT.

Dego Ride and Gojek are seen as the main challengers to the all-conquering Grab who bought out Uber operations in the Southeast Asian region. However, they relish the challenge and posted “Bring it on!” on their Twitter in response to the announcement.

The minister added, “Bike e-hailing will be subject to similar regulations as laid out for e-hailing,” in reference to Grab.

But Grab is hit hard by new regulations for drivers to apply for public service vehicle (PSV) license, permits and insurance besides getting health checks, apart from having their vehicles checked. Only 52% of Grabcar’s driver-partners have carried out what are required in October.

“The ministry will update the legal framework and terms of service once the review process has been finalised and approved by the Cabinet,” the ministry said in a written response posted on Parliament’s website today.

The Cabinet had agreed in principal to green light the service in August this year. The decision was made after Youth and Sports Minister Syed Saddiq met with Go-Jek’s founder who had travelled from Indonesia.

It was an about turn for the Ministry of Transport and Cabinet who had carried on with the decision to ban motorcycle-hailing by the previous Barisan Nasional government.

That decision hit Dego Ride, the service which was started by a Malaysian company. The Ministry of Transport under the new government even issued a stern warning to Dego Ride to stop immediately.

However, Dego Ride proceeded to restart the service in August when the Cabinet agreed to go ahead with motorcycle e-hailing, but was told to cease their services again as the government had not set up a legal framework.

Ketua Pegawai Eksekutif Dego Ride, Nabil Feisal Bamadha berkata pihaknya akan melakukan pelancaran semula pada tarikh lain.

Menurut laporan Malaysiakini, Nabil menjelaskan bahawa setiap ‘rider’ telah dimaklumkan mengenai perkara tersebut.

“Kami mendapat maklum balas positif daripada pelanggan kami,” katanya.

Dalam perkembangan sama, pihak kementerian ketika ini telah membenarkan Dego Ride dan Gojek – servis e-hailing motosikal Indonesia – untuk beroperasi di Malaysia.

Inisiatif memperkenalkan servis e-hailing motosikal bermula daripada cadangan Menteri Belia dan Sukan, Syed Saddiq, yang mahu memberi peluang perniagaan kepada ‘mat motor’di Malaysia.

Pada Januari 2017, kerajaan pimpinan Barisan Nasional telah mengarahkan Dego Ride memberhentikan operasi mereka dan pada September 2018, Menteri Pengangkutan, Anthony Loke, turut berkata Malaysia belum bersedia untuk menerima servis seumpamanya beroperasi.

The Ministry of Transport sounded off another round of warnings to motorcycle taxi service Dego Ride to cease operations immediately or the government will not hesitate to take action.

Transport Minister, Anthony Loke Siew Fook iterated at a press conference that the government maintains its stance against motorcycle ride-hailing services mainly due to safety reasons.

“We will never legalise Dego Ride in Malaysia because we disagree with any type of ride-sharing services that involve motorcycles,” said the Minister after a Cabinet meeting at his ministry.

The government is baulking with the idea as there are already too many accidents involving motorcycles in Malaysia and believes that a motorcycle taxi service will only add to the statistics, what more involving passengers.

Loke also added that, “We will send enforcement officers to go after Dego Ride.”

The previous Barisan Nasional-led government had already disallowed the service in February 2018, citing the reason of Malaysia already having an extensive public transportation system.

Loke has since told the Dewan Rakyat in July this year that the government will not allow the service, due to the same concern regarding safety and the high number of motorcycle accidents and casualties.

However, the motorcycle taxi e-hailing service restarted their services in a small scale around the Klang Valley last week, as reported by Free Malaysia Today.

Founder of Dego Ride, Nabil Faisal Bamadhaj was reported to have met with Transport Ministry officials and was confident that Prime Minister Tun Dr. Mahathir Mohamad would allow the service to be revived.
